## Tickets

- `GET action=tickets`
- `GET action=ticket&id=ID`
- `POST action=create_ticket` using `multipart/form-data`
- `POST action=add_comment`
- `POST action=update_status` (support roles only)

Ticket numbers are generated by the API from the plant short ID plus a
per-plant sequence. Examples:

```

The sequence is stored in `tickets.ticket_sequence` and reserved through
`ticket_counters`, so two users cannot receive the same plant ticket number.
